Digital Literacy

Two years after President Joe Biden signed the Infrastructure Investment and Jobs Act, the National Telecommunications and Information Administration and other agencies have distributed billions of dollars to communities to bridge the digital divide and make participation in the digital economy a reality for everyone. At NTIA, we completed funding rounds for multiple programs in the last year and are moving to the implementation phase, all the while preparing states and territories to administer their state grant programs.

From November 1 to December 2, 2023, all Maryland residents are encouraged and invited to read the State’s draft Digital Equity Plan​ to share their feedback and recommendations. Maryland’s Digital Equity Plan will serve as the state roadmap to achieve digital equity over the next five years. The Office of Statewide Broadband will incorporate feedback received from the public during the open comment period, and will publish the final plan afterwards.

Portland Community College (PCC) has recently welcomed 14 digital navigators to facilitate greater technological accessibility for its students. A digital navigator serves as a specialized guide focused on helping individuals bridge their digital skills gaps and achieve greater confidence in the use of technology. Situated within the PCC libraries and tutoring centers, these professionals are tasked with overseeing a comprehensive digital inclusion agenda.

The Kansas Office of Broadband Development’s goal is to ensure that no Kansan is left behind in the digital world. Kansas's draft Digital Equity Strategic Plan outlines specific strategies and objectives to achieve this goal, including digital skills training, affordable service plans, and broadband-ready devices as top priorities.

Statewide telehealth use jumped dramatically among low-income Californians covered by Medi-Cal in March 2020, when telehealth visits began to be reimbursed at the same rates as in-person visits. We find comparable trends in California’s community health centers (CHCs)—primary care clinics that serve all comers—for Medi-Cal and undocumented patients. However, telehealth can still pose challenges for those who are uncomfortable with technology or lack English proficiency.
