Digital Literacy

The New York City Department of Housing Preservation and Development (HPD) is leading some of the City’s investments in digital equity and is partnering with the Brooklyn Public Library, the New York Public Library, and the Queens Public Library to support low-income New Yorkers on using technology. A significant portion of the agency’s Section 8 households include an older or disabled adult and many are bilingual.

Powered by a contribution from AT&T, the Public Library Association (PLA) has selected more than 200 public libraries across 45 states to host digital literacy and Affordable Connectivity Program (ACP) workshops.

Digital equity is a core social driver of health. Digital equity refers to the condition in which all individuals and communities have the information technology capacity needed for full participation in our society, democracy and economy.

As states act to capitalize on federal broadband funding, Louisiana has been leading the way.

The Thompson Scholars Foundation is based in the Town Branch neighborhood of Manchester, Kentucky. We provide wraparound after-school academic enrichment to historically underserved populations in Clay County in the Appalachian region of southeast Kentucky, one of the areas in the United States hardest hit by poverty. Our work with disadvantaged students has also meant a focus on digital equity because bridging the digital divide is essential to our community’s future. Our programming promotes diversity and inclusion.

Government funding is essential for digital equity. Scholarship on policies to improve internet access often examines the funding mechanisms behind subsidies, or the quality and reach of services provided.

It is clearer than ever that internet access and digital literacy skills are crucial to fully participate in society. From accessing healthcare and job opportunities to building movements and lifelong connections, internet access is an essential utility that all Americans need. Asian American and Pacific Islanders (AAPI) across the US are demanding greater access to more reliable and affordable internet and digital literacy classes.

Maine faces a perfect storm of challenges in achieving digital equity. Our remote and rugged terrain makes our state one of the most difficult and expensive to reach with digital infrastructure. As the oldest state in the nation, we have a significant population that didn’t grow up with all of the technology available today. Maine’s median household and per capita income lag behind most other states. Almost all of us live in small, rural communities with limited resources. These forces combine to shape the contours of the digital divide in Maine.

Digital technologies launched, in many ways, by the microelectronics revolution and the Information and Communication Technology (ICT) advances which ensued in the 1970s—have had a profound impact on economies around the world. increased digitalization has resulted in shifts in the nature and functionality of labor markets on both the demand and supply sides.
