Connect All Students: How States and School Districts Can Close the Digital Divide

How did stakeholders respond to school closings and the digital divide --  and what lessons can be learned from those efforts to close the digital divide going forward? This report highlights case studies at the state, city, and school district level and concludes that there are three key steps in the still unfinished endeavor of closing the K–12 digital divide during the pandemic.

America Needs Broadband Now

For all that has changed since the Benton Institute released Broadband for America’s Future: A Vision for the 2020s, this goal remains paramount. In October 2019, we said that connecting our entire nation through High-Performance Broadband would bring remarkable economic, social, cultural, and personal benefits. We said that open, affordable, robust broadband is the key to all of us reaching for—and achieving—the American Dream.

In October 2019, the Benton Institute for Broadband & Society issued Broadband for America’s Future: A Vision for the 2020s. The agenda was comprehensive, constructed upon achievements in communities and insights from experts across the nation. The report outlined the key building blocks of broadband policy—deployment, competition, community anchor institutions, and digital equity (including affordability and adoption).

2020 E-rate Trends Report

The E-rate program supports nearly every school and library in America, annually providing billions of dollars of much-needed support for Internet access, telecommunications, and computer networking. Over 21,000 applicants and 4,100 vendors currently participate in the program. For most, their perception of the program is limited to a handful of funding requests and a few personal interactions with USAC customer service representatives. The purpose of this analysis is to provide stakeholders with a broader picture of the E-rate program.

The Unequal Costs of the Digital Divide

Attending college during the coronavirus has meant added costs. And the digital divide that was a problem for many students last academic year hasn’t disappeared. In fact, with the fall semester already underway, institutions are still working to assess and overcome the gaps in technology for students. 57 percent of college students said that having access to a stable, high-speed internet connection could be challenging if they continued their education online. For the most vulnerable students, a lack of access to the internet and a computer could keep them from enrolling.
