Improvements in our state broadband mapping data and related resources has revealed that we have more households and businesses without access to broadband than understood in 2021 (>198,000 with no service or insufficient service @ 25/3 and >291,000 @ 100/20). As the new Federal Communications Commission "fabric map" updates coverage through a challenge process, it is expected this number will reveal further deficits in coverage.

North Carolina’s rural population is larger than that of any other state except Texas. More than 4 million people live in rural North Carolina. Over the last 10 years, the population of 18- to 64-year-olds living in these areas has been decreasing, and the population of adults 65 and older is steadily increasing. In addition to these demographic changes, rural North Carolina communities face challenges related to workforce development, capital access, infrastructure, health, land use, and environment and community preservation.

Arlington County, Virginia, is surveying residents and businesses to understand how they use broadband internet service and if their access can be improved. The survey is part of a $250,000 study that could inform ways to bridge the digital divide between residents with good internet connectivity and those without it, using the county’s existing fiber-optic network, dubbed ConnectArlington.

As states begin to receive funds from the Broadband Equity, Access, and Deployment (BEAD) Act, they need to lay the groundwork for high adoption and fiscal sustainability said Brookings Institute panelists. The majority of the BEAD program’s $42.5 billion in funding has yet to be disbursed, and state allocations are expected by June 2023.

The Department of Commerce’s National Telecommunications and Information Administration (NTIA) announced that New Mexico received its first “Internet for All” grants for deploying high-speed Internet networks and developing digital skills training programs under the Biden-Harris Administration’s Internet for All initiative.

The Department of Commerce’s National Telecommunications and Information Administration (NTIA has awarded five grants as part of the Connecting Minority Communities Pilot Program (CMC). These grants, totaling over $18.5 million, will expand community technology hubs, upgrade classroom technology, and increase digital literacy skills at five minority-serving institutions in California, Missouri, Louisiana, and Alabama. The CMC grants, directed by NTIA’s Office of Minority Broadband Initiatives, cover costs such as the purchase of high-speed Internet service and eligible equipment, the hiring

Technical assistance for broadband expansion in Alabama is the focus of a series of meetings in the state. The Alabama Community Broadband Technical Assistance program kicked off recently and will be offered in each of the state’s 67 counties. The program works to provide technical assistance to municipalities and other public stakeholders in the state who are working to ensure broadband is accessible to everyone.

In 2012, Governor John Hickenlooper (D-CO) charged the Colorado Office of Information Technology (OIT) with overseeing and coordinating broadband activity across state agencies. In 2016, OIT created the Colorado Broadband Office.

The National Telecommunications and Information Administration is highlighting a variety of digital equity and inclusion activities occurring in 40 different city and county governments on the Digital Inclusion map on the BroadbandUSA website. The site includes local government digital equity and inclusion websites, leaders, coordinators, resources, and plans.
